If the pump is original the motor may need a set of brushes. I've heard of using 6-8 ozs. of Seafoam transmission additive in the trim reservior to clean dirty/sticking valves in the pump's valve body. Use a turkey baster to siphon out some fluid first. Run the pump as often as you can to keep the fluid moving thru the valve body. Siphon out the reservior after several hours of pump use. Cheap power steering fluid will allow the pump to work easier than power steering oil.When it comes up it sounds like it has air in the lines and comes up really slow but resevoir is full. Pump bad?
