2006 90hp honda hole between exhaust and water jacket

Ive got a 2006 90 hp carb Honda and have found a 3" hole between the exhaust and the water jacket . Could I weld this closed or should I not take the chance of trying to repair it ? Originally I had no compression on # 3 so I pulledthe dead to find this hole , I also had water in the oil . This engine only has 100 hrs so it obviously sat for a long time , any ideas ?
 
If it's the cover that has holes, replace it. If it's the block that's shot. Your motor can only be used for parts or replace the block.
I don't think welding the block is something can be done to bring the motor back.
My customer just had a weld job done to his Yamaha block and it blew right back out. Same situation where his motor burnt 1/2 quart of oil after 30min running. The oil got into the exhaust and the water jacket.
