flywheel hard to turn

F150/ 2000 217 sundeck
i have a 2000 217 sundeck w/ a 2 stroke 150 which suddenly is hard to turn the flywheel. first noticed the starter wouldn't turn it. batteries are fully charged. removed flywheel cover and couldn't turn by hand x a very small amount by putting a socket on the flywheel nutt// is out of gear..yes :).
removed plugs....clean, sprayed some PB blaster in cylinders...just to see..but didn't seem to make a difference.
any ideas?????:cool:
 
The exact model # is needed.-------------------Is this something that developed suddenly ?-------Has the motor sat for a long time ? ----------Oil in the lower unit has been checked for water and metal bits ?
