Frozen Steering

Hi everyone, my steering froze up I don't know why. Steering wheel will not move. I live in a cold climate now where it gets down to single digits at night, I don't know if that might be a factor. It is hydrolic, not cable. The motor is a 88 merc 150 outboard black max. any advise?
 
Find the low spot in the system and warm it up somehow.-------------------Possibly a slug af water that has become an " ice plug "
 
After you find the Ice plug.......You will need to flush the whole system out. If your helm has the fill plug on top of it you will need to check the o-ring on the plug. If it is cracked or missing that is most likely where the water is getting in.
