valve seating on 3YM30

We have a boat on the hard in Thailand and after six months in the yard the engine will not start. Since there is exhaust coming out of the air intake as well as black oil I suspect that the valves are not seating. Spraying WD 40 the air intake does not help the non-starting problem does excluding fuel problems.

There is some rusting on the rocker arm and the springs separating the rockers as will as the valve retainers which I've never seen in such a place and I suspect on the valve seats as well. It might be possible it seems to me that this might cause the valves to not seat properly.

When we hauled we had a partially blocked exhaust elbow which has now been replace with a new one.

Where we are hauled out there is very little in the way of reliable help. Has anyone any experience improving valve seating by rotating the valves in place and what would be the suggested procedure and cautions for this? The engine is a 3YM30 with about 1000hrs on it.

Any comments and suggestions would be appreciated.
