When the motor goes up it's very, very slow and weak, and then it bleeds down fast.
I've checked the hydraulic reservoir, and it's full. And there are no visible external fluid leaks.
Any help would be HUGELY appreciated.

If the T/T leaks down it's usually the hydraulic pump.
The manual should have leak down tests to diagnose the problem.
My library has a section with outboard repair books.

Is the tilt motor working properly ????--------------Is the manual release screw tight ???
There's no trim, just tilt. I don't have a manual, and the schematics on brownspoint.com are, while appreciated, not always accurate.
The tilt motor is working fine, and the release screw is tight. However, I saw on an iboats.com forum post a reference to the two tiny seals in the manual relief valve. I'll go ahead and look into those next, if that turns out to be the problem I'll post it.
