2003 Yamaha 150 fuel issue

My 150 started acting up. Idles fine and runs at low speeds fine. But when I give it the gas it will not go. Bulb seems to be doing fine, fire is not a problem. So here is what makes me think it may be the fuel filter...need a second or third opinion. With the throttle wide open and it bogged down, I can pull the choke on the engine out almost all the way and I can get to about 70% of full power. I actually was able to limp home from 15 miles away using this. I am thinking the fuel pump(s) are going bad as I think (really do not know) the choke gas comes from a different source. Opinions?
 
If this is a 2 stroke engine, than yes it is time to pull the carbs and give them a good cleaning. To check the fuel pumps, run the engine and shut her down, then immediately remove both fuel pumps. Look inside the pulse ports and check for fuel. The pulse ports should have no signs of fuel.
