Mariner 90HP trim fluid question

Hello all. JUst change dthe seals in the Tilt Ram. We raised the engine by hand to the 'up' posititon. Filled the cyclider. Closed the fill tube and cycled the motor once and stopped to check fluid.
Still weeps a slight abount BUT, does not let motor slide down and / lose pressure. I wonder if the 'weeping' is from us improperly adding the fluid.
What is the correct way to add fluid after a seal change?

With the cylinder shaft down fill w/trim fluid to the bottom thread. Put the cap on and run the trim up and down. Check the fluid level and fill as needed. Repeat 3-4 times.
