50HP blue band popping thru exhaust

I have a 1983 50hp 4 cyl blue band merc, has been a good reliable unit for 17 years, had a broken part on the carby about 4 months ago, had this replaced and a tune done, the usual mechanic I used closed up shop. The motor starts and runs but pops out the exhaust and at high revs the motor surges, is this a timing issue?
 
Timing is fixed and normally does not change.----------Try adjusting the lowspeed mixture screws out 1/8 turn each at a time and see if the problem goes away.
