Trim on 1989 4.3 mercruiser does not work under power, the trailer button works under power

Bought a 89 sea ray with 4.3 Mercruiser. The trim works at dock but not under power. The trailer up button works under power and acts to trim the boat. The trim pump resevoir is full. What is going on? Thanks
 
The trim up button works through a limit switch. The limit switch is probably bad and needs to be replaced for the trim up switch to function again.

The trailer button bypasses the trim limit switch.
