Late model yamaha 90hp 2 stroke - Problems !!

Have a yamaha outboard that since an impeller replacement was done, rough idle and reductions in water flow have occured at high rpm, need to fix this asap.
 
impeller was changed due to failure. The water flow seems okay at idle but at high rpm its very little. Can there be a cause to possible slippage of the impeller
 
Before you go any farther take off the lowerunit and verify the previous job. Pull the intake screens and look for remnants of the old impeller below the waterpump. Blow back from the t-stat housing and make sure the discharge tube isn't obstructed. Check the t-stat and pressure control valve for debris.
