Tohatsu gear engagement problem

Hallo, mine is a new Tohatsu 6 HP 4stroke MFS6 outboard. Although an 2007 model it has hardly been used and we have problems engaging gears. It appears that there is extra space between the head and the bottom en which prevents the gear lever to go down far enough to push the gear into place. Any suggestions?
 
Verify the powerhead is bolted all the way down, the LU is bolted all the way up, and the shift coupler is properly adjusted and tightened.

Problem has gone worse. Checked the gearbox and planetary drive gear (the one on the vertical engine drive shaft) is badly damaged. Other gears slightly damaged. Will need complete new gearbox or complete overhaul of existing one. Not so easy to sort this out where we are i.e. in the Bazaruto Archipelago in Mozambique on the East Coast of Africa.
