1993 Yamaha 40 horse no power on load

I have a 1993 Yamaha 40 horse that starts, runs fine but no power under load. Will not go over 5 mph. Had carbs cleaned professionally twice. Motor has good compression and timing is on. It was recommended to put on new CDI, I did that and no change. I have good fresh fuel. Anyone else ever had this problem?
 
well test the stator i think you will have 4 wires two for low speed and two for high speed. If the high speed is bad boat will rev in neutral but will not have any power to get out of the water when the triger moves on the stator.
