89 Mariner 2 stroke 15hp carb spitting gas

Upon priming and trying to start, fuel spits out of a notch cut into the top right side of the carb. It is enough to drip a large amount down through the engine body and I am scared to run it with this. It looks like the notch was machined in the carb, it has a gasket on it held by 2 screws. What could be causing this and how can I fix it? Please help!
 
Yes. That notch you see in 15/16 is where it is coming out of. Is this some kind of a bypass/overflow? The motor will not start and there is so much fuel it may not be getting to the combustion chamber.
