60hp 2 stroke choke problem

i am about to buy a 2004 g3 with a 60hp yamaha. this is more boat than i need but it is priced right 4500$ and i took it out today and this was the 9th time it has been in the water. the only problem is the choke does not work. i would not have known this if the owner (freind) didnt tell me because it started fine. he showed me how to choke it manually but i didnt need to. my question is what is the most likely cause of this.fuse, solenoid???? and what is the worst case scenario?? it started raining on me so i didnt get to do everything i wanted, but im 95%sure im buyn the boat.
