Adjust throttle / idle on 1992 Johnson 150

Adjust (back off) the trunnion on the throttle cable until you have a 'hair gap' between the roller and cam - NOT touching!!
Idle on that engine is adjusted by moving the tab 'LOW' on part #1.
Procedure:
1:Back off the roller from the cam.
2: Adjust the tab 'LOW' until desired idle, engine in gear, boat running 'free'.
3: Adjust the roller.(throttle cable trunnion)
 
I placed the roller on... it seems to fit lose. There was black small rubber coating on the shaft where the roller goes, but the roller would not slide over. How do you get the roller cam to back off? My engine tried to over heat with it in its current position.
