Belgium Derated?

I've been offered a nearly new (very low hours) 50 Johnson. Looking up the model no, VJ50BELES, I see that its a "Belgium Derated" 1990 motor. Can someone tell me what that means? Does it put out 50 hp? Or more? Or less?
