1980 evinrude v4 140hp vro outboard, having a problem with cold start.

Here's my dilemma, I have a 1980 evinrude v4 vro 140 hp outboard, it does have the tilt and trim on it as well. The problem I am having is with cold starts, it just keeps cracking and doesn't seem to want to fire. When the motor is warm it starts right up, but when its cold it just cranks and cranks, the model number is f140trlcs...... any suggestions?
 
Check the position of the start cam and the linkage. The choke is very important however, if the throttle cam linkage is not set properly.....it will give you heartache.

That motor can not be a VRO. It should have regular carbs, a solenoid "choke" which enriches the fuel to the carbs and a regular fuel pump. Unless someone did a monster conversion and then the starting problems are all you!
