Lower half of cowling loose, how to tighten bolts under engine?

I have a 2002 4hp Nissan outboard. The bolts that hold the lower portion of the cowling to the motor have come loose causing excessive noise and vibration of the motor housing while running. I have some access to the two bolts on the prop side, the others are totally obscured by the engine. How are you supposed to tighten these without taking the block off? Any tips?

Yep. Pull powerhead, then put locktite on the threads of the lower cowl bolts, and reassemble everything.
 
Thanks for confirming that guys. I can't believe thats how this was designed. I have some access to the front two bolts and may be able to tighten them up enough to run ok for my next trip in a week. I'll look at pulling the motor after that.
