2000 yamaha 9,92- stroke will not idle with the hood on

my 9,9 will idle great with the hood off but when i put the hood back on it will idle for about 5-10 seconds and slowly quit.
i have cleaned the carb and fuel fiter and checked hoses but still no luck.
anybody have any ideas what it could be

If this is running in a barrel or test tank try putting a fan there to get some fresh air to it.----------------Or look for an exhaust leak under the hood.-----------------Testing it on a boat is best ( no exhaust buildup )
 
the motor is on a boat. i can not see any exhaust leaks.
the motor seems to not have any power or top end when going wide open

Explain again --------will not idle with hood on ---------------No power at full throttle ------what exactly is it that the motor will or will not do.
 
ok, with the hood on the motor will not idle, it will stay running if i give it some throttle
and when i go full throttle it is doggy, but if i take the hood off it goes great and will idle.
