94 175 needle valve adjust

Friends boat that I just cleaned the carbs on. While cleaning, 5 needle valves were adjusted to about 7 turns out and one was 3 turns out. Boat is new to him and he says he didn't touch anything. Was going to put back together in the morning but was wondreing what to do with the needles as 7 seems like a lot to me and 3 is the odd one.
 
Something isnt right there!? These must be lowspeed needles.Start from the center carb on oneside then go to the top or bottom, then the other but do oneside at a time starting at center. The beginning on all three should be 1 and 1/2 turns open from lightly seated.Are you sure the lowspeed vents are clean? did you remove the welch plugs and clean them good or the orfice? whichever it has?
I never adjusted a cleaned carb beyound 2-2 & 1/4 open and thats open quite a bit!
 
I have a 99 175Johnson, just rebuilt all the carbs. Manual said to start at 5 turns (fuel /air/low speed needle) then adjust in or out for smoothest idle.
