1982 merc 50hp starts great. no power.

i have cleaned carbs,tested comp(all within 10%) no misses,all spark good and strong. ever with no load eng seems a bit rough and under load no power. i am auto mech and worked on boats 15yrs ago. and remember none of it. can timing or a crank seal between cyls or reeds give cause this? thanks in advance.
 
Okay. Temporarily replace the plugs with Autolite 303s that you can read. Then, take her out and run it hard for several for at least 30 minutes. Next, cut it off as fast as you can, then pull the plugs and read them. If black and oily, plug is not firing. If stark white it may not be getting enough gas.
