1996 force 75hp water pump

I ha:mad:ve a 1996 force mercury 75hp is it supposed to be peaing when in neutral or idling. When it's fast or little high idle it peas fine or in gear it does fine this is my first boat I don't know Jack about them other than what little I have learned messing with this one so if you can help LOL thanks
 
It should pee at all times when that engine is running, regardless of throttle setting and gear position.
Make sure that pee hose and fittings are not partially blocked...
 
ok now it has started peaing a small stream out sence i have been messing with it but its not a strong pea i just replaced the thermastat before then it did nothing im not sure how long the boat has been sitting i just bought it about 3 weeks ago
