1977 115 not getting any water through system after lower unit reseal/new water impeller!!!! HELP!!

Hello... I have a 1977 115 evinrude that is not getting any water though the cooling system after lower unit was resealed and a new water impeller and plate were installed. We thought it might be the thermostat, removed that to bypass and still not getting ANYTHING ! Model #115799s serial#jooo1441.
Any help would be nice!...my boat mech. cant even figure this out!
 
Are you absolutely sure that the water tube is in the pump.---------Have you measured the tube to see if it may have been bent / buckled by a previous mechanic ??-----Is the grommet in the outlet of the pump ???
 
I have not done that...of course i am not the one working on it either....i will let the mech know that...even if it wasnt wouldnt there be water coming out of somewhere??? We are getting no water except out of the pisser tube on the lower left side of the motor and not under where it leaves the cyl heads
