1989 OMC 5.7 cobra neutral idle rpm?

I know the book calls for the in gear idle rpm on my 1989 5.7 cobra to be between 550 to 600 rpm's
But what about the neutral idle rpm?
Is the in gear idle rpm adjusted with the idle adjust screw on the quadra jet carb or is the in gear idle rpm adjusted with the throttle cable adjustmet?

Like I said I know that the book calls for an idle rpm of 550 to 600 rpm in gear.
But does the book give a idle rpm range in neutral ?
