Evinrude 48 water pumping

I removed the lower unit and took to a mechanic for pressure testing and new impeller. Re-installed and gave a test run in a tub. water pumps but seems inconsistent. The water intake holes are in the water but dDo the holes above the propeller also need to be in the water?
 
The water must be well above the joint between the lower unit and the exhaust housing! Like 4" above.--------------These pumps are not self priming.-------------Hopefully you did not damage the new impeller.--------------Live and learn here.
