1987 Evinrude 70 h.p.

I just bought this boat with a 1987 evinrude 70 h.p. motor.There is a button on the console with a white cover on a red and black wire that goes to the motor.Does anyone know what the button does?
 
When you say "red and black wire", I assume that you're speaking of one (1) wire? If so, where does that wire end up at the engine?
 
The red wire goes to a connector a connector pin that goes to the power pack,the black wire is gronded to the mounting bolt of the power pack.
 
Okay, so you're speaking of two (2) wires.

The black is obviously a ground wire.

You say that the red wire is going to a connector that leads to the powerpack. What color is the wire on the powerpack that this red wire is connected to?
