Lower unit won't budge.1998 18 hp

Hi, I have a 1998 Nissan 18E2. I am trying to replace the water pump but can't get the lower unit off. I have removed the four bolts, disconnected the shift linkage, there are no bolts under the anode but it won't even move a bit, no crack or anything. I also removed the powerhead to rule out it being seized to the driveshaft and it came off ok. I have tried a two by four and a mini sledge hammer and also an air hammer with a piece of steel. Still now luck. Anyone have any ideas.

It should be possible to insert a pair of wedges between the antiventilation plate of the LU and the upper plate of the driveshaft housing. I would use a pair on each side, and gently tap them into place to maintain tension (don't slam them so hard that they crack the plate off of the driveshaft housing), then wait. Patience is your friend.
