Manual tilt is frozen 1994 25 hp

I have a 1994 Mercury 25 Hp. It seems that the manual tilt is frozen... I have released the lock (as far as I can figure) but the motor wont pivot up or down. And the pin that it locks into is right out. The release seems to be on the starboard side of the motor, down at the bottom of the bracket that releases the hook from the pin. Is there a lever that I'm missing?

It looks like the motor rotates around the large tube between the two clamps. How likely could it be that it is rusted/frozen in place. And any suggestions to get it too free up?

Could it be that the motor is in reverse. I think something locks it in place when in reverse to stop it flying up when going backwards. Just a thought.
