water pump question

I rebuilt a 2802R (2 hp) Evinrude for a friend.
I know motors but not boat motors.
The water pump instructions say "run the motor and check the cooling system
operation by water spray from the idle relief hole"
Could someone please tell me where this hole is?
The driveshaft cover got pretty hot pretty quickly so I'm concerned something isn't right.
I didn't take the crank case apart so I don't know how the water circulates in the block.
Could the water system be blocked with crud?
Since I first wrote this I igured out that the exhaust exits through the down tube ....therefore creating the heat;but I've got no way of knowing that the pump is working.

The long housing between the powerhead and the lower unit is the "exhaust housing". There are a few small holes at the rear portion of that housing approximately halfway down..... that's where the water spray should be exiting.

In order for the pump to function properly, assuming it has been assembled properly, the water level must be above the water pump in a barrel..... if the water level is below the pump, the pump draws air as it is not self priming.
