How to tell year of Ted Williams 5.5 with Tecumseh otor

Not really. All the Ted Williams with the Tecumseh power head were made by Eska for Sears. Appears to have been made from 71-75. The model number would start with 217- followed by five digits. Also the number for the power head could narrow it down more. Look for 643- 20B (75), 19B(74), 14B(73) or 14A (71-72). Try http://www.searspartsdirect.com/partsdirect/index.action?pop=flush and look up the numbers 217-59430, 59431, 59432, 59980 and 585710. Maybe you can see something in the parts drawings that will help.
