4 HP Evinrude early 70's leaf plate inspection

Looking for input on how to inspect and or evaluate the leaf plates. Can inspection be done without removing the intake manifold?
 
So the next step is to remove the intake manifold? What am I looking for. I was told they need to be closed or the motor will not idle? Just rebuilt the carb. and the shop I bought the rebuild kit from told me this information. Before the rebuild I could only run the motor at full choke. So before reinstalling the carb I want to make sure the plates are o.k.
