What did I do wrong

The boat had not been used in 2 weeks or the Battery's charged in 2 weeks

Yes, to your local NEW boat dealer for a sea trial. :D Nah..... just kidding!

Joel, I'm not quite understanding your readings.
A fully charged battery, at rest for 6-8 hours, after having been charged, should read approx 12.4v or so.
A battery when undergoing engine alternator charge, may read in the neigborhood of 13.6v or 13 .8v .... sometimes a bit higher, depending on the battery's state of charge.
You may want to check your VOM against another known-to-be-good VOM.

I took the readings 2X there almost new Optimas 34's and the Volt Meter is a UEI which are pretty good.

I screwed up the cold reading on the Port Battery s/b 12.6 V sorry.
