Does 1959 Evinrude 5.5 HP Float Needle need a spring?

When I rebuilt my carb, the old float needle did not have a spring, nor did the new one that came with the kit. Now I read in a PDF Service manual there is a spring associated with this needle. Can someone tell me which is true? If there is supposed to be one this could be the reason why my carb was not getting any fuel yesterday.
 
Some motors have a clip on the float valve .-------It helps pull the needle down.----------------It is NOT a spring !!
 
If Your new needle has a rubber tip, I believe it should have the clip to pull it open with the float.
