thermostat stuck open on mercruiser 3.0

i have a 87 mercruiser 3.0 thats mixing water with oil. I took the thermostat out and its stuck open I was told that could cause the problem im wondering if thats true or not. please help any ideas??
 
Its not getting to much in the oil its got more of a gray color then white. The guy I got it from said, "He seen that its was running hot due to the water pump going out and shut it off and never ran it again", I took the manifold off and there's no cracks but in the back 2 openings there is a little water but not much at all. He also said that were the riser meets the manifold was a small leak.
