shift lever on 1968 65hp johnson

That V4 engine has a shift shaft linkage further down the long exhaust tube which may be frozen.

It's best to remove the lower unit in order to eliminate possible lower unit problems. If the shift handle is still restricted (or not), that will lead you into the proper problem area.
