Volvo I/O Shifting problem

My shifter sticks going in and out of gear and sometimes goes right through nuetral. I got a new shifter, new cable and dropped the lower unit and checked shifting parts. Cable adjustments are not solving the problem. Any ideas? Thanks
 
I'd be you missed something.

Repost in the Volvo Penta section as there are many who deal with them daily. Provide specific model number/serial numbers for more accurate info.
