I was and am having a problem with my tiller handle and throttle. It has gotten very hard to turn the throttle. I had checked and applied grease in all of the fittings but it did not seem to help. I then went back and tried to remove all of the old grease and apply new but still did not help. I disassembled the tiller handle to clean and now I can't seem to get it put back together correctly, the gears seem to be together but after twisting the throttle a couple of times it starts slipping. Any suggestions on these matters.
 
You did reinstall the white nylon bushing didn't you, and have the washer seat side of the bushing facing towards the engine? If so, to keep the gears from slipping, you may need to place a washer between the gear and that bushing to shim it out somewhat.
