Not sure if there is a pin up top. The year is 1970. Try http://discount-marine-parts.com/index.html maybe they have a manual for you.

Could be the clutch, although I'm not sure if the 1705b was a direct drive or clutch drive, do you have a shift lever on the left side of the engine? if the clutch is broken best bet is weld it to lock it.
