2003 4.3 Merc starter frozen

2003 Trophy 2052 (4.3 MPI) has a stuck starter due to saltwater exposure. I would like to pull it, but can barely see bolts with a mirror, much less get a wrench on them. Does the exh manifold (riser) have to come off first? It can't be that the motor has to be pulled...can it? Would greatly appreciate the advice of somebody who has done this.

Sometimes removing the manifold does make it easier, and Yes, sometimes the motor has to be pulled to replace a starter
