Pressure to high from fuel pump - Help

This is all new to me - first post - first time boat owner. I was told that the pressure is too high from my fuel pump and it is pouring through the carb. ( 305 Chevy ). Does anyone have any ideas why this would happen?
 
Possible - a lot depends upon the rest of the configuration which you didn't provide.

Could also be inside the carb - float, needle, or seat.

mechanical pump or electric pump?

Same gauge take both pressure readings?

The carb's needle and seat, with a standard float, can't control much more than 8 PSI and that's without rocking. Most OEM's use GM's recommendation of 4-6 psi, at the inlet valve.
