Tilt motor not working 2003 75hp

I have a Yahama 4-stroke 2003 75hp. The tilt has worked fine until yesterday. I went to power it down and it sort of fell and then caught itself and now it will only power down about half way. Anybody got any ideas.:confused:

does it do the same thing when you raise it up,check your trim and tilt fluid .
