Replacing seal on tilt/trim unit, removing tower caps?

I noticed the exterior seal on one of the two towers has pulled up and though things seem to be working fine, I am sure this will lead to issues. There is also corrosion on the cap. I hate to replace the entire cap due to the $75ea price, but I may do that.

The main issue is that I see that they specifiy a special tool to open these caps.

Is there anything else I can use that will open these caps? I can buy the tool but of course was hoping to save some money but not sure if this is possible.
 
If you are not using the special tool, you might be able to find a spanner wrench with pins. There are some universal ones out there.

You could always manufacture something yourself, if you are handy that way.

I have had customers try to use a long needlenose pliers on them (sticking the pointed ends into the holes)...they just seem to mess up the caps and the holes. You might get lucky.
