Torque value needed - base engine to lower engine cover

I have a 2001 Honda 30 HP BF30 engine. My Chilton's manual states 29 ft-lbs (39 n-m) for the 8 bolts that hold the engine to the lower engine cover base. It feels pretty tight to me - and while I did manage to get 6 of them to that value - I was scared doing so as it felt too much. Of course on number 7 bolt it was too much and broke off! However, I will say that Honda had similar problems on their Honda Nighthawk motorcycles where these same types of bolts chronically broke. So, the torque value could be right.

Am I using the right torque value for these bolts? Does someone have the Helms manual to confirm? And, any thoughts on retrieving the broken part of the bolt?

I did not see a specific torque value for the engine mounting bolts, which means you revert to the standard torque values that Honda has in the manual. 8mm standard bolts are 15.2 ft-lb. 8mm flange bolts are 19.5 ft-lb.
