Volvo 2003T emulsified oil and not starting even after decompression

Help! We have a new-to-us 2003T volvo which developed a number of bad symptons lately.

1. It started with turning over reluctantly despite new battery, but managed to get it started after turning over when decompressed. It was only an intermittent problem with no apparent pattern (sometimes it started well, after cold starting procedure, other times needed decompression).
2. It is rather smoky (white smoke) when running, although this seemed to have been the case since we got it. Difficult to identify if it got worse lately.
3. Found emulsified oil on the dip stick. Changed the oil. Ran the engine about 10 minutes, then left it for a day or two. Oil is once again emulsified.
4. Today engine would not turn over even when decompressed. Turned it over by hand and seemesd to be reasonably free. After this it started albeit reluctantly.
5. Fresh water coolant level is slowly dropping, but apparently less than the oil is gaining.

Any advice?
