'06 8 hp 4 stroke hard starting

my brother has a lil honda that seems to be hard to start when cold. when he bought the boat its on we took it out fishing and he had to pull like 10 times to get it to fire. nowadays it fires up around third or fourth pull , but my old johnson fires up with first or second. it just seems that a newer motor like his with a 2k + sticker price it should fire on first pull every time. any suggestions?
 
The starting circuit in your carb has likely been compromised by something or someone. Take it to a known good Honda servicing dealer for repair and set-up. Two pulls on this engine is usually one too many.
Make sure you use fresh,additionally filtered,and treated, fuel. Three weeks old is getting stale. Fresh does not necessisarly mean from the day you bought it!
