I have come by a IEKHAEFER Merc 110 9.8 hp outboard motor. How do I find out the year. serial # is 2136197 Any help would be appreciated
 
You mean a Kiekhaefar (pronouced Key - cough - er) after the founder of Mercury outboards.

Anyhow, that is a 1967 model.

It has a Phelon igniton system (points/condenser) and a side bowl "backdrag" (later called "backdraft") carb.

The model was updated, both carb and ignition over the years until it was discontinued in 1985.

Some parts for the early models, such as yours, are getting pretty hard to find, but when it was produced it was a pretty decent motor...
