1978 evinrude 15hp runs rough full throttle

I have clean and changed the carb, the cdi plugs and gas pump still runs rough at full throttle I need help?

make sure your primer bulb is not leaking down, do you have a fast idle nob on it if so turn it counter clock wise about a sixtenth and see if that help
