1989 175hp Evinrude idle problem

My 175 Evinrude runs great at half or full throttle but when I try to idle it runs very rough and stalls out and then is hard to start.I've had the carbs checked out seems to be in good shape. Seems to run better in cold conditions. Any help? Suggestions?

What RPM is it running at idle? Should be about 650-700 idling in gear in the water unrestrained. If too slow, adjust it up. If the idle speed is correct and it still idles rough, it's probable that the carbs need a thorough cleaning.
