MErcury 15 hp 2 stroke 1997 model linkage question

I need some step by step instructions on how to install the linkage cables for this motor. i had tried for days and cannot get it right. Does anyone have any instructions for that?
 
Which "linkage" cables are you talking about.

The only "cables" I can think of are either the cable for shift/throttle from the tiller handle or shift/throttle cables from the control on remote models.

So maybe back up a little bit here and explain what it is you are trying to hook up and is this after changing something (tiller to remote conversion etc) or just working on an original component...
